Make the Biscuits
Preheat your oven to 425°F (220°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the buttermilk until just combined. Turn the dough onto a floured surface and gently knead a few times. Pat the dough to about 1-inch thickness and cut out biscuits using a cutter. Place on a baking sheet and bake for 12-15 minutes until golden brown.
Prepare the Sausage Gravy
In a large skillet, cook the ground sausage over medium heat until browned. Sprinkle the flour over the sausage and stir to combine, cooking for about 2 minutes. Gradually whisk in the milk until the mixture is smooth. Continue cooking until the gravy thickens, about 5-7 minutes. Season with black pepper and salt to taste.
Serve
Split the warm biscuits in half and ladle the sausage gravy over the top. Serve immediately.
