Inspect and Clean Mussels
Rinse mussels under cold water. Discard any with cracked shells or that remain open when tapped. Scrub shells and remove beards by pulling firmly toward the hinge. Place cleaned mussels in a bowl in the refrigerator until ready to cook.

Heat Oil and Sweat Aromatics
In a large, heavy-bottomed pot or wide deep skillet with a tight-fitting lid, heat 3 tablespoons olive oil over medium heat until shimmering. Add the diced shallot and cook 2–3 minutes until softened and translucent. Add the minced garlic, 1 teaspoon crushed red pepper flakes, and 1/2 teaspoon smoked paprika and cook 30–45 seconds until fragrant, stirring so the garlic does not brown.
Build the Tomato Broth
Stir in 2 tablespoons tomato paste and cook 1 minute to deepen flavor. Pour in 1/2 cup dry white wine (or 1/2 cup stock) and use a wooden spoon to scrape any browned bits from the pan. Allow the wine to reduce by about half, ~1–2 minutes. Add the 14 oz canned crushed tomatoes, 1/2 teaspoon sugar (optional), 1 teaspoon salt, and 1/2 teaspoon black pepper. Stir to combine and bring the mixture to a gentle simmer. Taste and adjust seasoning — add up to 1/2 teaspoon more salt if needed.
Simmer to Meld Flavors
Let the tomato broth simmer gently for 6–8 minutes to concentrate flavors and soften the raw tomato taste. If the broth becomes too thick, add up to 2 tablespoons water or stock to reach a slightly saucy consistency — it should be loose enough to easily ladle over mussels and bread.

Increase heat to medium-high. Add the cleaned mussels to the pot and toss gently to coat them in the broth. Pour in any remaining 1/2 cup wine or stock (if you used stock earlier for the wine substitute, just add the wine now). Immediately cover with the lid and steam for 4–6 minutes, shaking the pan once or twice if safe to do so, until most mussels have opened. If some remain closed after 6 minutes, continue cooking 1–2 more minutes; discard any mussels that stay tightly closed.
Finish with Butter and Herbs
Remove the pot from heat. Stir in 1 tablespoon cold butter to enrich the broth, then fold in most of the chopped parsley and torn basil, reserving a little for garnish. Adjust seasoning with additional salt, pepper, or a squeeze of lemon juice to brighten the flavors.
