Make the Dough
In a large bowl, combine the flour and salt. Make a well in the center and add the eggs and water. Mix until a dough forms, then knead for about 5-7 minutes until smooth. Cover with a cloth and let it rest for 30 minutes.
Roll Out the Dough
On a floured surface, roll out the dough to about 1/8 inch thick. Use a round cutter or glass to cut out circles (about 3 inches in diameter).
Fill the Dumplings
Place about a teaspoon of the meat filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal. Make sure there are no air pockets.
Cook the Dumplings
Bring a large pot of salted water to a boil. Gently drop the dumplings in batches into the boiling water. Once they float to the surface, cook for an additional 2-3 minutes. Remove with a slotted spoon and drain.
