Filling
Cook pearl barley
Rinse 1 cup pearl barley under cold water until water runs clear. In a small saucepan combine rinsed barley and 2 1/2 cups hot water or low-sodium beef broth. Bring to a simmer, cover, and cook gently 25–30 minutes until tender but not mushy. Drain any excess liquid and let barley cool slightly.
Prepare vegetables
While barley cooks, grate the carrot on the coarse side of a box grater to yield about 1 cup. Finely dice the onion to yield about 1 cup. Chop 1/4 cup fresh parsley and set aside.
Combine filling
In a large bowl, add the cooked barley, sautéed onion and carrot, 1 pound ground beef, chopped parsley, 1 1/2 teaspoons salt, and 3/4 teaspoon black pepper. Mix thoroughly with your hands or a spoon until evenly combined. The mixture should hold together but remain slightly loose; if too wet, squeeze out any excess liquid from the barley.
Cabbage and Assembly
Prepare cabbage leaves
Remove outer damaged leaves from the savoy cabbage. Core the base of the cabbage with a paring knife. Bring a large pot with about 6 cups water to a rolling boil. Submerge the whole cabbage head for 3–5 minutes, turning once, until outer leaves are pliable and pull away easily. Working carefully, peel off 12–14 large leaves (you need enough to make individual rolls). If some leaves are small, collect 1–2 extra to make smaller rolls.
Trim thick ribs
For each cabbage leaf, use a small knife to shave down the thick central rib so the leaf can roll easily; leave about 1/8-inch of rib so the leaf holds structure.
Fill and roll holubtsi
Place a cabbage leaf on a board rib-side down. Spoon about 2–3 tablespoons of the filling (adjust up to 1/4 cup for larger leaves) onto the base of the leaf near the stem. Fold the sides over the filling, then roll from the stem end toward the tip to form a neat cylinder. Repeat to make approximately 12–14 rolls. If any filling remains, shape into smaller rolls or tuck into gaps in the pan.
Arrange in pot
Preheat oven to 350°F (175°C) if baking, or prepare a large deep skillet with a lid for stovetop braising. Brush the bottom of a deep ovenproof pot or baking dish with 1 tablespoon melted butter. Place the rolls seam-side down in snug rows in the dish. Tuck any smaller leaves or leftover filling into gaps to create a compact layer. Pour an additional 1 tablespoon melted butter evenly over the tops of the rolls.
Tomato–Mango Sauce
Make sauce
In a small saucepan, heat 1 tablespoon butter or oil over medium heat. Add 2 tablespoons tomato paste and cook, stirring, 1–2 minutes to deepen flavor. Add 2 cups tomato-mango sauce (or 1 1/2 cups pureed tomatoes + 1/2 cup mango purée), 1 cup water or broth, 1 teaspoon sugar, 1/2 teaspoon salt, and 1/4 teaspoon black pepper. Bring to a gentle simmer and cook 6–8 minutes to meld flavors. Taste and adjust seasoning; if sauce is very sweet, add a squeeze of lemon or 1/4 teaspoon vinegar to balance.
Combine sauce and braise
Pour the warm tomato–mango sauce evenly over the arranged cabbage rolls, using just enough to almost cover them (the sauce should reach about 3/4 up the sides). Cover the dish tightly with a lid or foil.
Cook
Oven method: Bake at 350°F (175°C) for 60–75 minutes until the meat is cooked through and cabbage is tender. Stovetop method: Place covered pot over low heat and simmer gently for 60–75 minutes. Check once halfway through and spoon sauce over rolls; if sauce level gets too low, add a splash of water or broth.
Finish and rest
Remove from oven or stovetop and let stand covered 10 minutes so flavors settle. Taste the sauce and adjust salt/pepper if needed.
