Place the chopped dark chocolate in a medium heatproof bowl and stir in the unsweetened cocoa powder. Set aside.

Infuse dairy
In a medium saucepan, combine the heavy cream and whole milk. Add the crushed cardamom pods and granulated sugar. Warm over medium heat until it just begins to steam and small bubbles form at the edge (do not boil), about 5β6 minutes. Stir occasionally to dissolve the sugar.

Strain and pour
Remove the saucepan from the heat. Strain the hot milk-cream mixture through a fine-mesh sieve into the bowl with the chopped chocolate and cocoa powder, pressing on the solids to extract flavor. Discard the cardamom husks.

Let sit for 1 minute to allow the chocolate to soften, then whisk gently from the center outward until smooth and fully emulsified into a glossy chocolate mixture.

While the chocolate is still warm, stir in the rose water, orange blossom water, and vanilla extract. Taste and adjust: add a little more rose or orange blossom water if you prefer a brighter florality, but use sparingly to avoid overpowering the chocolate.

Add the unsalted butter to the warm chocolate and whisk until melted and incorporated for added silkiness.

Pour the Dubai Chocolate into warmed cups. Top each serving with a spoonful of whipped cream if using. Sprinkle chopped pistachios and a pinch of dried rose petals over the top for color and texture.
