Method
Whisk together the all-purpose flour, unsweetened cocoa powder, baking soda, and kosher salt in a medium bowl until evenly combined. Set aside.
In the bowl of a stand mixer fitted with the paddle (or using a large mixing bowl and hand mixer), beat the softened unsalted butter on medium speed until smooth, about 1 minute. Add the granulated sugar and light brown sugar; beat on medium-high until light and fluffy, about 2–3 minutes, scraping down the bowl as needed.
Add the eggs one at a time, beating well after each addition. Mix in the vanilla extract. In a small bowl or measuring cup, combine the distilled white vinegar and buttermilk; stir briefly, then add to the mixer and mix on low until incorporated.
With the mixer on low, add the red food coloring gel in two additions until you reach a vibrant red velvet color, scraping the bowl to ensure uniform color.
With the mixer on low speed, gradually add the flour-cocoa mixture to the wet ingredients in three additions, mixing just until combined after each addition. Avoid overmixing to keep cookies tender.
Turn the dough into a large bowl (if not already) and gently fold in the white chocolate chips with a spatula until evenly distributed.
Cover the dough and chill in the refrigerator for 30–60 minutes to firm up. Chilling helps prevent excessive spreading and concentrates flavor but is optional if you prefer to bake immediately.
Baking & Finishing
Preheat and prepare pans
Preheat the oven to 350°F (175°C). Line two baking sheets with parchment paper or silicone baking mats. If desired, portion out dough onto a small plate and chill scoops briefly to maintain shape.
Use a 2-tablespoon cookie scoop (or a heaping 1.5-inch scoop) to portion dough into balls about 1.5–2 inches across. Place dough balls on prepared baking sheets about 2 inches apart to allow for gentle spreading. For a taller cookie, stack 2 tablespoons for each cookie.
Add finishing touches
If using, gently press a few extra white chocolate chips onto the top of each dough ball. Sprinkle with coarse sparkling sugar for shine and a light pinch of sea salt flakes to contrast the sweetness.
Bake
Bake in the preheated oven for 10–12 minutes, rotating pans halfway through if needed. Cookies should be set at the edges but still slightly soft in the centers; they will continue to firm as they cool.
Cool
Remove baking sheets from the oven and let cookies rest on the sheet for 5 minutes to finish baking gently. Then transfer cookies to a wire rack to cool completely.
Storage
Store cooled cookies in an airtight container at room temperature for up to 4 days. For longer storage, freeze baked cookies layered with parchment for up to 2 months; thaw at room temperature before serving.
