Make dough
In a large mixing bowl combine 2.5 cups all-purpose flour and 1 tsp salt. Make a small well and add 2 tablespoons vegetable oil and 3/4 cup warm water. Mix with a fork or your hand until a shaggy dough forms.

Turn dough onto a lightly floured surface and knead 6–8 minutes until smooth and elastic. If dough is sticky add a teaspoon of flour at a time; if too dry add a bit more water (teaspoon by teaspoon).

Shape dough into a ball, rub with 1 tablespoon neutral oil to prevent drying, cover with plastic wrap or a damp towel, and let rest 30 minutes at room temperature.

After resting, divide dough into 12 equal pieces (about 1 ounce / 28 g each). Keep pieces covered while you work to prevent drying.

Roll each piece into a 4–5 inch (10–12 cm) round or oval about 1/8 inch (3 mm) thick to form wrappers. Alternatively, use store-bought spring roll or phyllo wrappers (thaw first) and skip this step.
Filling

Prepare filling
Heat 2 tablespoons vegetable oil in a large skillet over medium heat. Add the finely chopped onion and cook 4–5 minutes until translucent and beginning to brown.

Add minced garlic, grated ginger, and chopped green chili (if using). Sauté 1 minute until fragrant.

Stir in 1 teaspoon ground coriander, 1 teaspoon ground cumin, 1/2 teaspoon ground turmeric, 1/4 teaspoon berbere or cayenne (optional), 1/2 teaspoon ground black pepper and 1 teaspoon salt. Cook 1–2 minutes to bloom the spices.

Add 1 tablespoon tomato paste and stir to combine. If the mixture feels dry, add 1–2 tablespoons water to loosen. Cook another 1–2 minutes to meld flavors.

Assembling sambusas

Prepare a small bowl with sealing glue: mix 2 tablespoons all-purpose flour with 3 tablespoons water until smooth (a paste). Keep nearby.

Place one wrapper on a work surface. Spoon about 1 to 1.5 tablespoons of filling near the edge of the wrapper, leaving a 1/2 inch border.

Fold the wrapper over the filling to form a triangle or cone, depending on wrapper shape. Fold edges neatly, continuing to fold until you have a sealed triangular pocket. Use the flour paste to seal the final edge. Repeat with remaining wrappers and filling. You should get about 12 sambusas.

Place assembled sambusas on a tray lightly dusted with flour; cover with a damp towel to prevent drying while you work.
Frying & finishing

Heat deep-frying oil in a heavy-bottomed pot or deep skillet to 350°F (175°C). If you don't have a thermometer, test with a small piece of dough — it should sizzle and brown within about 30–45 seconds.

Fry sambusas in batches (do not overcrowd) for 2.5–4 minutes, turning occasionally, until golden brown and crisp. Adjust heat to maintain 325–350°F so they cook through without burning.

Use a slotted spoon to transfer cooked sambusas to a paper-towel-lined tray to drain. Let cool 2–3 minutes before serving — they will crisp further as they rest.
