Prepare fish
Rinse the whole fish under cold water and pat dry thoroughly with paper towels, inside the cavity and on the skin. Score the skin by making 3–4 shallow diagonal cuts on each side (cut through skin and a little into flesh). This helps even cooking and lets the seasoning penetrate.

In a shallow dish, whisk together 3 tablespoons all-purpose flour, 2 tablespoons cornstarch, 1 teaspoon paprika, 1 teaspoon garlic powder, 1/2 teaspoon white or black pepper, and the remaining 1/2 teaspoon kosher salt. The cornstarch helps make a crisp, light crust.

Coat fish
Lightly dredge the seasoned fish in the flour-cornstarch mixture, pressing gently so the mix adheres in the scored areas and on the skin. Shake off excess but ensure an even thin layer over the fish. Let rest on a rack for 5–10 minutes to help the coating set.

Choose a wide, deep skillet (cast-iron or stainless steel) or a wok. Add 2 cups neutral oil and heat over medium-high until it reaches 350°F (175°C) or until a small piece of the coating sizzles and browns within about 10–15 seconds. If you don't have a thermometer, hold the fish about 3–4 inches above the oil—if the oil shimmers and small bubbles form, it's ready.

Fry fish
Carefully lower the fish into the hot oil using tongs or a spatula; cook whole fish in one pan if it fits comfortably, otherwise fry one side at a time. Fry the first side, undisturbed, for 5–7 minutes depending on size (for a 1–1.25 lb/450–550 g fish), until the edges are golden and crisp and the flesh near the backbone is opaque. Gently flip the fish using two spatulas or tongs and fry the other side for 4–6 minutes until golden and cooked through. For larger fish (1.5–2 lb/700–900 g), increase times by 3–5 minutes per side. Maintain oil temperature around 325–350°F (160–175°C); adjust heat to avoid burning the crust.

Drain
When done, transfer the fish to a wire rack set over a baking sheet or to paper towels to drain excess oil for 2–3 minutes. Sprinkle lightly with a pinch of salt while hot to taste.

Transfer the fried whole fish to a serving platter. Scatter chopped cilantro (or parsley) and sliced green onions over the fish.
