    Clean and prepare mussels

    Place mussels in a large bowl and discard any with cracked shells or that remain open when tapped. Rinse thoroughly under cold running water. Fill the bowl with cold water and add 1 tablespoon coarse salt; swish and let sit 5–10 minutes to expel sand. Remove mussels, rinse again, and use a small knife to remove any beards by tugging toward the hinge. Keep refrigerated until ready; do not soak more than 30 minutes total.

    Begin the aromatics

    In a large, heavy-bottomed pot or deep skillet with a tight-fitting lid, heat 2 tablespoons olive oil and 1 tablespoon butter over medium heat until butter melts and foams. Add the minced shallots and cook, stirring often, until softened and translucent, about 3 minutes. Add the minced garlic and 1 teaspoon red chili flakes and cook 30–45 seconds more until fragrant, taking care not to brown the garlic.

    Deglaze and build flavor

    Raise heat to medium-high and pour in 1 cup dry white wine to deglaze, scraping any browned bits from the bottom of the pan. Allow the wine to simmer briskly for 2–3 minutes to reduce slightly and cook off most alcohol. Add 1 cup low-sodium chicken or vegetable broth and the fresh thyme sprigs. Bring the liquid to a gentle boil.

    Cook the mussels

    Carefully add the cleaned mussels to the simmering broth, cover the pot, and let steam for 4–6 minutes, shaking the pot once or twice, until most mussels have opened. Check after 4 minutes and continue cooking only until shells open — overcooking will toughen them. Discard any mussels that remain closed after 6–7 minutes.

    Finish the broth

    Using a slotted spoon, transfer opened mussels to a warmed bowl and cover to keep warm. Discard thyme sprigs. Reduce heat to low. Stir in the juice and zest of 1 lemon, 2 tablespoons heavy cream if using for a richer broth, 1 tablespoon unsalted butter, and 2 tablespoons chopped fresh parsley. Season with 1 teaspoon freshly ground black pepper and taste; add salt only if needed (the broth and mussels can be naturally briny). Swirl gently to emulsify and heat through for 1 minute.

    Serve

    Return mussels to the pot briefly to rewarm (30 seconds) or spoon the hot broth over them in the serving bowl. Pour broth and mussels into shallow bowls, garnish with extra parsley and lemon wedges, and serve immediately with crusty bread to soak up the flavorful broth.
