Prepare the Dough

In a large bowl, combine the all-purpose flour and salt. Gradually add the boiling water, mixing with a fork until the mixture is combined. Add the cold water and knead the dough for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough

After resting, divide the dough into 4 equal portions. On a lightly floured surface, roll out one portion into a thin circle, about 8 inches in diameter.

Add Scallions

Brush a thin layer of vegetable oil over the rolled dough and sprinkle an even layer of chopped scallions on top.

Form the Pancake

Starting from one edge, roll the dough tightly into a log. Coil the log into a spiral shape and flatten it gently with your palm. Roll it out again into a circle, about 1/4 inch thick.

Cook the Pancakes

Heat a skillet over medium heat and add a tablespoon of vegetable oil. Place the pancake in the skillet and cook for about 2-3 minutes on each side until golden brown and crispy. Repeat with the remaining dough portions.

Serve

Cut the pancakes into wedges and serve hot with a dipping sauce of soy sauce and vinegar, if desired.
